Simply use drop-down menu from buttons "Write", "Reply*" and "Forward", and select "Other Stationery..." option.
As template you may use template files from MS OE. Or you may write one.
How to write template file?
1) Try to put all needed styles to "style" tag embedded in "head". Whole "head" is replaced when template is applied.
2) If you put some content in "body" then this content will be added when template is applied.
3) Current content of your email (signature, quoting), will be always placed after content from template.
4) Do not use "url(some_image.jpg)" in styles. It not work. Thunderbird do not send this images with your email. You must use "img" tags, with eventually positioning from CSS. "src" attribute in "img" tag may contain:
4 a) path relative to template file. Example: "image.jpg" (template and image in one folder).
4 b) absolute path, but only using "file:" protocol. Example: "file:///absolute/path/to/image/image.jpg".
4 c) WWW path, using protocols "http:" and "https:". Warning! Thunderbird will join this images into mail as attachment! If you want send images only linked, then you must use "url(some_image.jpg)" in CSS.
4 d) patch to built-in TB resource, using "chrome:" protocol.
4 e) Embedded image using "data:" protocol.
5) Body background image must be specified using body "background" attribute.

Dy default, last used template become default one. It incorporates idea: Last time used template is probably most liked one. It make all templates sorted, most recently used going on top.
But you change it: simply go to "Tools" / "Stationery options", tab "Options", and un-check "Enable automatic templates management" checkbox. From now, "Stationery" will not update your list of templates, so default one will stay defaut until you change it manually in "Stationery options".
